Ice massage: An easy way to do ice massage is to freeze water in a styrofoam cup. You then tear off the top of the cup and the remainder makes a nice insulated holder. Massage the inflamed area with the ice by moving it in circular motions.

Ice bath: The fastest way to ice down is an ice bath. Heat transfers quickest with circulating water that is close to 0 degrees c. Salt water solutions can be made so that the fluid is less than 0 degrees if needed. After intense heat imbalance, we have had athletes jump into ice baths. An ankle wouldn't require anything like that, but this definitely answers the question!
