Yes: With proper diet and exercise one definitely can lose body fat and avoid starvation mode. Starvation mode would actually prevent you from effective weight loss.

Yes: Cut daily calories by 500-1000 per day (or as much as you need to lose 2-3 lb per week). You will lose weight and not go into starvation mode if you stay hydrated.
