Yeast or Schmegma: If there is pain it may be an infection with either staph or yeast. Normal schmegma should not be causing pain.

Not normal, unclean: Plaque is probably smegma stuck under foreskin which does not completely retract. Or frenulum (web on underneath, below urinary opening is too tight. Foreskin should be loose and be able o retract completely without pain or tenderness so that head of penis can be cleaned ; all smegma, causing smell, can be removed. Urologist will likely advise circumcision.
