Your symptom is not typical for HIV infection. You can observe and if new symptoms develop such as discharge, rashes, fever, enlarged lymph nodes, etc., then you should have tests for STDs. Good luck.

As long as the condom didn't tear or was punctured and no bodily fluids were exchanged, than no transmission occurred that could cause HIV. Any time you have sex with an unknown, be careful and always practice safe sex.
