Yes: By definition, paralysis refers to a loss of motor function. Sensory function is generally preserved. It is possible to suffer an injury that causes both paralysis and anesthesia (loss of sensation), such as a complete spinal cord injury or a major stroke, but there are types of strokes and spinal cord injuries or other nerve injuries in which sensation is maintained and only muscles don't work.
