Yes: If a person has a mastectomy for treatment of breast cancer, that person can develop an unrelated cancer that starts in the lung or the breast cancer could metastasize to the lung (would still be called breast cancer). One cancer does not spare you from another.

Yes: You are dealing with two separate cancers with different risk factors. Having one does not any additional risk or protective effects on the other.
