Yes: See a pediatric neurosurgeon. Most likely will recommend a shunt procedure to drain cyst. Depends on the anatomy and location.

Arachnoid cyst: A 4cm cyst in the temporal fossa with no symptoms would not be surgically treated, headaches are unlikely related to it.

Hard to be sure, but: I think this is certainly a possibility. 40mm is a large cyst in an area of the brain that might affect personality.
