Many possibilities but a common one is: hot water (and soap) strips the skin of natural oils and leaves skin dry and then it becomes itchy. Other considerations, the water is too hot. Consider underlying eczema that is worsened by the above described process. U could have poor circulation in your feet. U should talk to your doctor especially if a cooler and shorter shower doesn’t do the trick
