Unlikely: This would be very unlikely at age 23. You listed no specifics about your neuropathy but i assume you have seen a neurologist. Speak with that doctor.

Resting tremor: Most people with Parkinsons have a resting tremor. It normally stops with movement, including holding the hands up. It may be independent of position or posture otherwise. There are other symptoms too, it sounds like you do not have them. Although you may have a tremor, it may be a factor of your neuropathy, rather than Parkinsons. But it was a good question.
