Yes: The infection occurs at the bottom of the root. On a lower tooth, you will feel the pain under the jaw. The antibiotic and Ibuprofen will help control the pain, but if the tooth is not treated, either with a root canal or an extraction, the infection will get worse.

Yes: A lower tooth infection can cause pain below the jaw by either involving the lymph nodes or spreading into the soft tissues under the jaw. If you pain or swelling progresses despite the antiobiotics, you should see an oral surgeon asap. These infections can spread and become life threatening.
