No: Blepharoplasty is a surgical procedure to reduce the redundant "bags" around the eyelids and to enhance the cosmetic appearance of the eyelids. The eyeball itself is not involved with the procedure, and and any secondary effects of the procedure on the eyeball may be due to the eyelid tightening, or rarely, to over correction that results in corneal exposure with resulting dry eye and pain.

Depends: There can be eyelid malposition when performing a blepharoplasty, particularly for the lower lid, this is most likely to occur with an aggressive transconjunctival (inside the eyelid) approach which could result in entropion or the eyelid turning in. In experienced hands this is not an issue. Simple skin or skin-muscle blepharoplasties should not cause any deformities.
