Could a foreign doctor practice medicine in the us?

Int'l Medical Grad: I suspect that you're referring to International Medical Graduates (previous referred to as Foreign Medical Graduates) who completed medical school outside of the States, regardless of nationality (some US citizens go to school in Mexico & Caribbean for instance). Bottom line, any doctor, regardless of medical school location, can practice in States after meeting licensure requirements.
