Yes: Very common for a hematoma over the shin bone (tibia) not to be absorbed and form a permanent cyst. If does not hurt or get in your way leave it along. Drainung it with a needle often relieves some of the size but usually recurs. Surgery can remove it permanently. Comnsider the risk benifit ratio before you proceed.
