Depends: If she has break in skin or the blood splashed over eyes or mucosal area may have small risk otherwise risk will be insignificant.

Skin a good barrier: I am very hesitant to answer this question. The scenario is bizarre. And, any medical facility with this type of blood would have universal precautions and staff would be gloved, masked, and gowned. Then if this really happened a post exposure process would be instituted immediately to protect the 'patient'. I need more information. But, in general skin is a very good barrier to HIV infection.
