Cough: Use a vaporizer when she sleeps. Push fluids but not milk. Noises may be coming from mucus caught in her throat.

Croup: You may be describing a barking cough, a symptom of the croup, a condition that requires humidity and sometimes steroids to treat . Please see her doctor
