It is normal: When a teen just starts her periods she does not always ovulate and her body is going through an adjustment phase. It takes about two years for the body to regulate itself.

Some do some don't: Part of the confusion in the teen years is the great variability in how puberty effects them. Some are regular from the start, some take 6mo to a year or more, some are never regular. Some transition through puberty in 3-4 years while some take 5-7.
