What determines the official "start" of puberty?

CHANGES OF PUBERTY: Begin w/pulsatile release of hormones frm pituitary gland w/rise of testicular/ovarian/ adrenal estrogen, androgen, etc. Sequence of changes called: sexual maturity rating(smr)/tanner stages. Girls: breast bud 8-13 yr; menses-2 1/2 yr later. Boys: testicular enlargemt 9 1/2 yr; some breast hypertrophy/40-65%, penile growth. Both sx: armpit/genital hair, body odor/ voice change, sexual interest/urge.
