Infection/blood clot: blood clots commonly form in calves and they can cause tenderness, and redness from infection in the underlying tissue. difficult to diagnose without exam. could also be an infection in the subqtaneous (fat) tissue under the skin. either way it sound like it needs to be examined by your physician as soon as possible
