What is meaningful use? my doctor gave a talk about it.

Electronic records: Meaningful use is a collection of items that the government feels is necessary for a doctor having installed an electronic medical record (emr) system must achieve to in fact qualify for federal supplementary funds. It relates to patient care in that the items are thought to represent better care. However no clinical testing of meaningful use has been done to date.
