Time will tell: With aging there may be some collapse, but usually if the arches collapse significantly there is usually a reason.

Not typically: While it is not uncommon for arches to collapse some as we age, high arches (cavus foot) do not typically progress to flat feet. Various conditions such as posterior tibial tendon dysfunction, and trauma can result in flat feet.
