Most likely: If you see yellow tip and pus, it is infected, unless the yellow is from the preparation h you've been applying on it. I suggest sitting on a warm bath, put some epsom salt in the bath. This will help calm it down and open the abscess. If it's too painful and does not open by itself, see a doctor to help drain the abscess.

Might be abscess: This may not be a hemorrhoid. Sounds more like a peri-anal abscess. Please see your doctor as this may need to be surgically drained.
