Depends: Depends on location of the blockage. Most can be opened in the office without needing anesthesia, but done require a much bigger surgery called a dacryo. Speak with your ophthalmologist about the options.

Opthamologist: Opthamology or ENT may help the issue. Normally your eyes drain through the nose so if your nose is plugged you will tear more.
