PCOS?: It sounds like you might have polycystic ovaries which causes rise in testosterone and facial hair. See a doctor, have them do a thorough evaluation. If that is in-fact the case, then there are oral and topical drugs to treat it.

Call your GYN: Lot of hairs is an issue. Sometimes an endocrine problem can cause excessive hair growth called hirsutism. Your irregular periods suggests that you need evaluation by an endocrinologist. If this is simply a family trait then a hair removal laser and/or electrolysis can lighten or completely remove the hair. Your gyn doctor can give you the best answer.
