Not necessarily both: Depends on the "problem" of course. Many times the plantar fasciitis can be treated non-surgically. While one may need to operated, the other may improve "on its own" (achilles vs plantar fascia).

Depends: It may depend on the exact cause of the problem. But i think you may be referring to an achilles tendon lengthening and a release of a portion of the plantar fascia.
