Neck Vs. Ulnar Nerve: Could be a pinched nerve in your neck and could also be an ulnar nerve neuropathy given your history of diabetes. If this bothers you enough you may consider an emg/ncs study to evaluate this further or even get an MRI of your neck. To evaluate.
