Doubtful: Most concussions by definition require change in mental status, i.e. Loss of consciousness or being dazed. Persistent headaches do need to be worked up by a neurologist.

Mild: Mild traumatic brain injury can occur even after a mild bump on the head. Seeing stars may be a concussion. You don't have to have a loss of consciousness.
