Scar: Yes. C seciton scars will be swollen for several months. Everyone heals differently and depending on the closure method, it is not unusual to have a red appearing scar for several months.

Yes: There are many white blood cells, and fibroblasts that are trying to "seal the deal' with the incision and swelling is normal with that. Keloid formation (scar thickening) hopefully will not form later.
