Depends on time: The clf muscles atrophy after achilles tendon surgery depending on the type of problem it had to start and the type of surgery as well as the amount of immobilization. Initial it may seem not to contract but with time and therapy it should. A neurological examination may be necessary to prove that the nerves to the muscle that cause it to contract are not injured.
