No: Calf tenderness could be a sign of DVT (blood clot). With the immobilization, 49 yo female and possibly other risk factors you do have to be evaluated immediately. Call/page your surgeon right away for further instructions.

Scar tissue: Yes, pain is normal. I'm sure your physician has you in non-weight bearing status. Usually non-weight bearing status after tendon transfer is 8 weeks . As you start going back to normalcy and within the healing period you will get scar tissue and stiffness, this will be treated after the period of nonweight bearing with physical therapy.
