No: There are many causes of shortness of breath. High blood pressure is not one of them unless it's exceptionally high - so high it causes acute congestive heart failure. If you're short of breath, you need an evaluation to determine the cause.

Many possibilities: It is impossible to know what is causing your shortness of breath without performing a detailed physical exam and complete medical history. Uncontrolled hypertension could lead to shortness of breath by a variety of mechanisms, but there are many causes of shortness of breath (asthma, infection, copd, etc.). See your health care provider if this symptom persists.
