No: Bulging eyes are a separate problem from myopia. The most common cause of this is thyroid problems.

Rarely: In some cases the myopia can cause such severely elongated eyes that they appear to be bulging. More commonly, bulging eyes are caused by thyroid eye disease or masses behing the eye. This can all be sorted out with an eye examination by a specialist.
