I would regard that as a muscular strain that should not cause any permanent damage. Unless you've been told you have weakness of eye muscles, I don't see the point of doing rotation eye exercises. They don't improve nearsightedness, farsightedness, glaucoma,etc. Your ophthalmologist can validate this advice.

It is unlikely that you did any damage to your eyes with "eye rotation" exercises. It is however, unclear, why you need to do exercises at all.
