See an eye doctor: Herrington's law causes that phenomena. So going to an oculoplastic surgeon for evaluation will straighten this out. You may have difficulty doing this by yourself without medical or surgical intervention.

Yes: The underlying cause must be determined. See a specialist eye MD. One eye may be open wider, or protruding. Or that eye might be normal and the smaller eye is sunken in or has a drooping eyelid. Most of the causes can be treated, but the treatments vary depending on the etiology (cause). Some of the causes can be life threatening, so don't delay having this condition looked into.
