Seek treatment: See a good general dentist.Also check the whites of his eyes to see if they are blue also.Possible sytemis hereditary dysplasia of connective tissue.

Just on the edge?: You said the baby teeth are just being replaced... The tips of permanent front teeth can be translucent enough to appear bluish/whitish and it would be perfectly normal, but if most of the new tooth/teeth look bluish whitish then something could be wrong. See a pediatric dentist please.

It is normal: Young natural teeth have a bluish incisal edge and a fresh unmarred appearance. No worries.
