Depends: Some vials would fill with 5 cc or more and some with 1 cc. Some "crickets" fill with a fraction of a cc. The average 13 mo would have an estimated blood volume of 650-700 cc, so filling the big tubes would take 4% of her blood, which i would consider a lot but necessary in rare circumstances.. The smaller tubes would be less than 1%(not important). Much depends on the reason for the draw.
