Yes: What people feel towards others is based on their values and their personal experince. Hence love though has some acceptable societal norms may mean different things to different persons. People can love others even if the it is not mutual or possible.

Sure: People can feel romantic attraction for others they've never even met, but it's based on fantasy of what the other person is like rather than actual experience.
