Can you tell me about any harm done in refusing to go from long to short arm cast?

Joint stiffness: Elbows have a tendency to stiffen very quickly. You want to get them moving as soon as possible to minimize the impact of scar tissue formation. Don't stay in a long arm cast any longer than you have to.
