Yes: It is not unusual for hair growth to come in under a cast. People with real light hair will often have dark hair. This will all return to normal after the normal cycle of hair growth and falling out.

Yes: This is commonly seen and associated with the added vascularity to that arm while it was healing. I would not sweat it.

Hair: Casting any extremity often leads to skin pigment changes and hair growth beneath the cast. The hair is often darker than normal. These are usually transient findings which should go back to normal soon.
