Yes: If the decay causes nerve irritation it certainly cause neck pain, headaches and head pressure.

No: In general pain from tooth decay is felt in the tooth area or in the jaw. It does not radiate to the neck. If you have tooth decay you should see a dentist soon as it can lead to an infection.
