Could be: Are the eyes red, is there fever, is he/she acting sick, does anyone else in contact with you or the child have similar symptoms? If this is discharge is new, there is definitely something irritating the eyes and the baby should be seen by your pediatrician.

Eye infection: Of course this is an infection such as conjunctivitis. It sounds like it is past time to contact the baby's pediatrician.
