Second opinion: If the fractures were initially well reduced and fixed surgically and then the fibula moved 3cm over time in general it is recommended to redo that portion of the fracture sooner than latter. The displacement of the fracture may lesd to early arthritis ( but fixing it does not guarantee no arthritis). If it heals where it is to you can always have a reconstructive surgery done to re cut the bone.

3 cm ???: 3 cm is a lot of displacement... 3 mm could wait, but 3 cm would be better if fixed.
