This is chronic: Many things are used. Quick bathing so as to not dry skin is helpful. Plenty of moistureizing lotion helps. I have patients that use aloe vera either directly from the plant or as a lotion. After these simple measures you can try otc cortaide or similar. If still not doing well see your doctor for a stronger steroid preparation.

Topical steroids: Are pretty effective at treating eczema. There is no real cure, only controlling meds. Moisturizing is also very important.

Avoid dry skin: There are many steroid creams and ointments used to treat eczema, but i think you'll find one of the most helpful things is to keep your skin well lubricated. In the pharmacy, you'll find a whole wall of skin-lubricating products. Eucerin and lubriderm are among the many non-prescription products available. When in medcal school, we recommended crisco! that's less easy to kind in kitchens now!
