Public health RN: A public health nurse can help notify prior sexual contacts, but there is no law about notifying past lovers. But going forward, you would be putting people at risk if you don't take precautions. That could be a criminal act. Consult an attorney if you have questions about the law.

Depends: Laws vary by state, but this is something that obviously can't be enforced, since the patient has to provide names. People diagnosed with HIV are encouraged to notify former partners, which can also be done anonymously through the health department. Disclosure to current partners is more straightforward, and in some states can be done without consent of a patient who refuses to disclose.
