Yes, but...: If you eat less, your metabolism slows some. But it is not that much. It doesn't go down to zero. You still need to pump blood and breath. Exercise can diminish some of the slowing of metabolism. On the flip, when you overeat, your metabolism speeds up as your body attempts to dissipate the excess calories.
