Not exactly: A screening antibody test, if positive, needs to be confirmed. If the confirmatory test is positive it is conclusive. If negative, it may be because sometimes it takes more than six months for the antibody test to turn positive. You may wish to seek HIV nucleic acid test, if that is negative or positive, that would be conclusive.
