HAART: We cannot cure diabetes, hypertension, heart failure, many cancers but we can control these illnesses. When we give antiretroviral tehrapy for HIV we are suppressing the virus to its lowest numbers of circulating virus. We know that reduces transmission and allows the HIV infected individual to get medical care for the viral infection. We supress replication making the virus weak.
