Studies: Usually are on people ver that age and so they cannot say it is safe for children under that age because they were not officially "studied".

It's size and weight: It has to do with their weight and size. Children only need a pea sized amount of toothpaste to brush with and children tend to swallow the toothpaste because of the sweeteners added to make it more palatable and fun for brushing. It also has to do with regulating how much Fluoride a child takes in so it doesn't adversely affect their permanent teeth.
