Hard to say...: I'm baffled why your orthodontist would purposely put cement between your teeth. Possible excess cement that was not removed? Please give the office a call to help prevent irritation of your gums.

Spacer?: Is it really glue? Could it be something that was placed in between the back teeth? I have seen orthodontists placing a donut-like spacer to create space for the next step. It is best to ask your doctor directly. I'm sure your doctor will explain it to you.
