For a 9yr old?: 9 is very late for eruption of a lower incisor(one the four first permanent teeth in the center of the mouth). A cuspid or canine tooth(more to the side) to be delayed at 9 is in the normal range. In the case of an incisor it could just not exist. In the case of a cuspid it could be blocked out. Generally reasons for this are too many to list.
