Yes: Both can be practiced by a general dentist. Endodontics is a recognized specialty within dentistry. Implants is not a recognized specialty and is taught independently and as part of specialty training for endodontists, oral and maxillary surgeons, prosthodonists and peridontists.

General Dentist: A general dentist can do endodontics and implant dentistry. An endodontist can only do endodontics. An implant dentist is not a specialty and is performed by general dentists, oral surgeons and periodontists.
